Request for Proposals: Tuffy Creek

Tillamook Estuaries Partnership (TEP) in cooperation with OR Dept of Fish & Wildlife (ODFW) is seeking Proposals to design and permit a project located at the Tuffy Cr Dam and South Fork Wilson hatchery facility.

The Oregon Department of Fish & Wildlife (ODFW) and Tillamook Estuaries Partnership (TEP) are requesting professional services for one fish passage project redesign at the Tuffy Dam located on the South Fork Wilson River, Tillamook County. Project objectives include the survey of site conditions, assessment of dam leakage, design of a fish ladder and water intake system, safety railing, and operational hydraulic analysis at the diversion dam. Project team will prepare site plans from an ODFW conceptual design and fit the fish passage facility within current site conditions.  Project team will also develop cost estimates, a budget narrative, and technical specifications for construction bid Documents.

The purpose of this restoration project is to enhance 12 miles of upstream habitat by allowing wild fish easier passage past the dam. The data collected suggests the existing design of the dam and fish passage ladder blocks upstream movement of native migratory fish. A conceptual design drawing was produced to provide a preliminary discussion of the opportunities and constraints associated with providing passage at the dam for wild fish and outlines the potential alternatives to achieve this goal.
